Unique Entity Identifier (UEI)

The federal government has transitioned from the use of Data Universal Numbering System (DUNS) to a new Unique Entity Identifier (UEI) through the SAM.gov system as the primary identifier. This new UEI is required of state, regional, and local agencies, along with nonprofit organizations that receive federal funding. The new UEI is also required of subgrantees of state, regional, and local agencies.

Beginning in April 2022, all organizations that currently receive funding, have received funding in the past, and are planning to apply for future funding from the Delaware Division of the Arts are required to have a Unique Entity ID (UEI) from SAM.gov in alignment with requirements from the National Endowment for the Arts. Individuals applying for Division funding do not need to create a UEI.

Note that your organization does not need to complete a full registration to apply for Division grants. Please read moreThis external link opens in a new browser tab or window. about obtaining a UEI only.

For returning applicants: Please enter your organization’s UEI into the Organization Profile in smARTDE (if it is not there already).

For new applicants: Please enter your organization’s UEI into the registration form after clicking “Register here” on the smARTDEThis external link opens in a new browser tab or window. homepage.

Note that obtaining a SAM UEI is free. Other state arts councils are getting reports of scammers offering to “help” organizations get SAM UEIs for a hefty cost – please delete and ignore these emails. They are scams.

For further information about obtaining your new UEI, please refer to the recording of the General Services Administration’s November 3rd webinar (below), or access the accompanying slide deckThis external link opens in a new browser tab or window.. The webinar covered both how to get a UEI through SAM without requiring a full SAM registration and how to update your existing DUNS number to a SAM-provided UEI.
